Man Wrongfully Convicted in Deadly Fire Awarded $13 Million Settlement

A Massachusetts man who spent more than 30 years in prison was awarded one of the largest wrongful conviction settlements ever in New England.

In 1982, Victor Rosario broke a window in an attempt to save residents from a burning building on Decatur Street in Lowell. The deadly fire killed three adults and five children.

Police questioned Rosario for hours overnight and took advantage of a language barrier to coerce him into signing a confession. Rosario, who did not speak English well at the time, said officers told him if he signed the paper, he could go home. Instead of allowing him to go home, police arrested him.
