A Fall River Police Officer Named as the Defendant of a $34M Civil Lawsuit for Using Excessive Force

FALL RIVER — A Fall River police officer named as a defendant in a $34 million civil lawsuit for the shooting death of a 19-year-old man in the Fall River Industrial Park in 2017 may now be the target of an FBI investigation for the alleged use of excessive force on a prisoner in police headquarters last December. 

However, the FBI declined to confirm an investigation involving the Fall River Police Department. 

“In keeping with our standard practice, the FBI cannot confirm or deny the existence of an investigation,” wrote Kristen Setera, of the FBI Office of Public Affairs. 

Fall River Police released a use of force report by Patrol Officer Nicholas Hoar dated Dec. 21, 2020, and the arrest report of 55-year-old William Harvey, who was arrested for allegedly assaulting a former girlfriend. The reports were furnished Friday by police in response to an open records request by The Herald News.
