Town in Illinois Tentatively Agrees to a $5.4 Million Settlement for ‘Malicious Prosecution’ in 1993 Murder Case

The Town of Normal has tentatively agreed to a $5.4 million settlement of a lawsuit accusing police of “malicious prosecution” in a 30-year-old murder case.

The Normal Town Council Monday night will be asked to approve the settlement for Alan Beaman of Rockford. He served 13-years of a 50-year prison sentence for stabbing and strangulation death of his former girlfriend, Illinois State University student Jennifer Lockmiller, at her off-campus apartment in 1993.

The Illinois Supreme Court threw out Beaman’s conviction in 2008, and seven-years later, then-Gov. Pat Quinn pardoned Beaman based on his innocence.
