Portland Settles Lawsuit in the Fatal Police Shooting of 17-Year-Old Quanice Hayes for $2M

The city is poised to pay $2 million to the family of 17-year-old Quanice Hayes, a suspect in an armed robbery and attempted carjacking who was shot and killed by Portland police four years ago.

The negotiated settlement of the family’s federal civil rights lawsuit is expected to go before City Council members on March 10.

Lawyers for Hayes’s family argued that the teenager wasn’t a threat when he was killed on Feb. 9, 2017, but on his knees unarmed and moving forward in an attempt to lie on the ground in response to commands from officers.

The suit contended police acted unreasonably with excessive force when Officer Andrew Hearst shot Hayes three times with an AR-15 rifle after police confronted Hayes outside a Northeast Portland home.
